{"id":35012,"date":"2018-10-09T12:04:24","date_gmt":"2018-10-09T16:04:24","guid":{"rendered":"https:\/\/www.bu.edu\/pardeeschool\/?p=35012"},"modified":"2021-02-03T16:33:32","modified_gmt":"2021-02-03T21:33:32","slug":"alumni-spotlight-kamdar-writes-article-on-indian-refugee-policy","status":"publish","type":"post","link":"https:\/\/www.bu.edu\/pardeeschool\/2018\/10\/09\/alumni-spotlight-kamdar-writes-article-on-indian-refugee-policy\/","title":{"rendered":"Alumni Spotlight: Kamdar Writes Article on Indian Refugee Policy"},"content":{"rendered":"<p><a href=\"\/pardeeschool\/files\/2018\/10\/thediplomat-rohingya-1-386x257.jpg\"><img loading=\"lazy\" src=\"\/pardeeschool\/files\/2018\/10\/thediplomat-rohingya-1-386x257.jpg\" alt=\"\" width=\"518\" height=\"302\" class=\"alignnone  wp-image-35021\" \/><\/a><\/p>\n<p><span>Bansari Kamdar (Pardee &#8217;18) published a recent article exploring the Rohingyas and the Indian Refugee Policy.\u00a0<\/span><\/p>\n<p>Kamdar&#8217;s article, entitled &#8220;<a href=\"https:\/\/thediplomat.com\/2018\/10\/indian-refugee-policy-and-the-rohingyas\/\">Indian Refugee Policy and the Rohingyas,<\/a>&#8221; was published in\u00a0<em><a href=\"https:\/\/thediplomat.com\">The Diplomat<\/a>\u00a0<\/em>on October 4, 2018.<\/p>\n<p>From the text of the article:<\/p>\n<blockquote><p>The Indian police transported<span>\u00a0<\/span>seven Rohingya Muslims to the Indo-Myanmar border for deportation\u00a0on October 3. The Rohingyas had been convicted under the Foreigner\u2019s Act and detained at Assam\u2019s Silchar detention center since 2012 for illegal entry.<\/p>\n<p>This is the first such instance of deportation after anti-refugee tensions flared in Jammu<span>\u00a0<\/span>last year and the Indian administration pushed for the<span>\u00a0<\/span>deportation of 40,000 Rohingyas<span>\u00a0<\/span>in the Indian Supreme Court.<\/p>\n<p>Indian state governments were also urged by the center to<span>\u00a0<\/span>identify the refugees and deport them. However, no such instances had been reported \u2014 until now.<\/p>\n<p>Globally considered one of the most persecuted minority groups, the Rohingyas are a predominantly Muslim ethnic group in northern Rakhine who have fled Myanmar in a large-scale exodus since August 2017.<span>\u00a0<\/span>More than 700,000 refugees<span>\u00a0<\/span>fled to Bangladesh after a military crackdown on Rohingyas last August, following the Arakan Rohingya Salvation Army\u2019s attack on Myanmar\u2019s military posts.<\/p>\n<p>An independent UN fact-finding mission into the treatment of local minority groups, including the Rohingya, has accused Myanmar\u2019s military of \u201cgenocidal intent\u201d and involvement in murder, false imprisonment, torture, sexual slavery, and large-scale gang rape.<\/p>\n<p>Despite being neither a signatory of the 1951 UN Convention of Refugees and its 1967 Protocol nor possessing a domestic legal framework for refugees, India has traditionally adhered to the policy of nonrefoulement and been a welcoming host nation.<\/p><\/blockquote>\n<p><span>Bansari Kamdar graduated from the Frederick S.
