Pardee School of Global Studies at Boston University,\u00a0testified before the Massachusetts Senate Joint Committee on Revenue on October 31, 2017 in support of\u00a0bill S.2056, an act enabling taxpayer donations to the Least Developed Countries Fund,\u00a0a special United Nations fund focused on helping the people and communities who are the most susceptible to the effects of climate change and who have the fewest resources to adapt and protect themselves.\u00a0<\/span><\/p>\n<p><iframe loading=\"lazy\" width=\"560\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/RRxEQhvU2WY\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The bill was\u00a0sponsored by Massachusetts State Senator Michael J. Barrett in order to\u00a0create a voluntary checkoff on state tax returns to help the most vulnerable countries cope with climate change.\u00a0<span>T<\/span><span>he\u00a0<\/span><a href=\"http:\/\/www.bu.edu\/ise\/un-least-developed-countries-fund-state-bill\/\">Boston University Institute for Sustainable Energy leads the Coalition for the Massachusetts Least Developed Countries Fund<\/a><span>\u00a0and helped organize testimony on the bill.\u00a0<\/span><\/p>\n<p>In his testimony, Najam said\u00a0<span>the bill demonstrates that Massachusetts\u00a0remains a leader in the global fight against climate change, and<\/span>\u00a0proves that the citizens of Massachusetts are not willing to abdicate leadership on climate change even if Washington, DC is. Najam also argued that the bill provides the ability at the local level to support an international initiative like\u00a0<span>the Least Developed Countries Fund.<\/span><\/p>\n<p>Najam testified alongside Barrett; Barbara Kate-Garnick,\u00a0Professor of Practice at The Fletcher School at Tufts University and Former Undersecretary of Energy for the Commonwealth of Massachusetts;\u00a0Dustin Schinn, Climate Change Specialist at Global Environmental Facility;\u00a0Abby Maxman, President of Oxfam America; and\u00a0David W. Cash,\u00a0Dean and Associate Professor at the John W. McCormack Graduate School of Policy and Global Studies at the University of Massachusetts and\u00a0Former Massachusetts Commissioner of Energy Resources.<\/p>\n<p>The Least-Developed Countries Fund (LDCF) has been used for projects to mitigate the devastation of climate change and enhance a country\u2019s resiliency.
