Pardee School of Global Studies at Boston University spoke as part of the &#8220;Intelligence Seminar Series: Non-Official Cover and Influence Operations,&#8221; on October 18, 2017. The event was hosted with cooperation from the <a href=\"http:\/\/archives.bu.edu\/\">Howard Gotlieb Archival Research Center<\/a>.<\/p>\n<p><a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/erik-goldstein\/\">Erik Goldstein,<\/a><span>\u00a0Professor of International Relations and History at the\u00a0<\/span><span>Frederick S. Pardee School of Global Studies at Boston University, introduced the four presentations at the seminar and moderated question-and-answer discussions with the speakers.<\/span><\/p>\n<p><a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/joseph-wippl\/\">Joseph Wippl,<\/a><span>\u00a0Professor of the Practice of International Relations at the\u00a0Pardee School, delivered the first presentation of the seminar on &#8220;<\/span>What is Non-Official Cover?&#8221;\u00a0<a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/joseph-wippl\/\">Wippl<\/a><span>\u00a0is a former Central Intelligence Agency (CIA) officer. He spent a 30 year career as an operations officer in the National Clandestine Service (NCS). Wippl has served overseas as an operations officer and operations manager in Bonn, West Germany; Guatemala City; Luxembourg; Madrid, Spain; Mexico City; Vienna, Austria; and Berlin, Germany.<\/span><\/p>\n<p><a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/john-woodward\/\">John D. Woodward, Jr<\/a><span>., Professor of the Practice of International Relations at the Pardee School, delivered the second presentation entitled &#8220;NOC, NOC: Who\u2019s There?: The Future of Non-Official Cover.&#8221;\u00a0Woodward is a former Central Intelligence Agency officer who, during his twenty-year CIA career, served as an operations officer in\u00a0the Clandestine Service and as a technical intelligence officer in the Directorate of Science and Technology, with assignments in Washington D.C.,\u00a0East Asia, Africa, South Asia, and the Middle East.<\/span><\/p>\n<p><span>Amb.\u00a0<\/span><a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/vesko-garcevic\/\">Vesko Garcevic<\/a><span>, Professor of the Practice of Diplomacy and International Relations at the\u00a0Pardee School, delivered the third presentation of the seminar entitled &#8220;Russia\u2019s Influence in the Balkans: From Soft Power to the Coup Attempt in Montenegro.&#8221; Amb. Garcevic\u00a0<\/span>served as the Ambassador of Montenegro in Brussels (NATO) and Vienna (Organization for Security and Cooperation in Europe \u2013 OSCE). He was Montenegrin Ambassador to Austria, Belgium, Luxembourg and the Netherlands.<\/p>\n<p><a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/igor-lukes\/\">Igor Lukes<\/a><span>, Professor of International Relations and History\u00a0<\/span><strong><\/strong><span>at the Pardee School, delivered the fourth and final presentation of the seminar on &#8220;Soviet Use of &#8216;Dangle&#8217; and <em>Provokatsia<\/em> Operations: The Early Years.&#8221; Lukes\u00a0<\/span>is the recipient of the Central Intelligence Agency Award for Outstanding Contribution to the Literature on Intelligence.
