John Woodward, <\/a>Professor of the Practice of International Relations at the Frederick S. Pardee School of Global Studies at Boston University,<\/a> said that government shutdowns harm national security interests.<\/p>\n

Woodward made the argument in an Oct. 21 article in the news outlet\u00a0Defense One\u00a0<\/em>entitled “How Budget Battles Undermine National Security.”<\/a><\/p>\n

A shutdown would also cripple many intelligence operations, which \u201cunlike many other government tasks, cannot simply be restarted after postponement\u2014these operations often present a one-shot opportunity that, once lost, cannot be regained,\u201d\u00a0<\/span>wrote John D. Woodward,\u00a0 an intelligence officer at the <\/span>C.I.A.<\/span>during the 2013 shutdown. \u201cAs a result, a shutdown threatens to kill\u2014permanently\u2014potentially valuable intelligence\u00a0operations.\u201d<\/span><\/p><\/blockquote>\n
