David Scott Palmer, <\/a>Professor Emeritus of International Relations at the Frederick S. Pardee School of Global Studies at Boston University,<\/a> said that proposed reforms to Peru’s election’s process would not change the structural weakness of the legislative branch itself.<\/p>\n

Palmer made the argument to Inter-American Dialogue, a leading media outlet for the study of Latin American and South American politics. He spoke in the Featured Q&A of the March 19 issue, entitled, “Would Proposed Reforms Improve Peru’s Democracy?”<\/p>\n

From the text of the article:<\/p>\n

“Peru has developed an extremely fragmented\u00a0and personalized political system\u00a0since the systematic undermining of\u00a0political parties during the presidencies\u00a0of Alberto Fujimori (1990-2000).\u00a0Literally hundreds of ‘political groups’\u00a0participate in provincial and local elections,\u00a0only to disappear as soon as the\u00a0votes are counted…What the reforms would not change,\u00a0however, is the underlying institutional\u00a0weakness of the legislative branch and\u00a0the party system itself. Until this changes,\u00a0Peru’s democracy will remain weak and
\nunable to take full advantage of years of\u00a0favorable developments.”<\/p><\/blockquote>\n
