Pardee School of Global Studies at Boston University,<\/a> said that the Trans-Pacific Partnership (TPP) could mean a future where governments bail out foreign financial firms.<\/p>\n<p>Gallagher made the argument in <em>Morning Consult,<\/em> a news service catering to the financial industry, in a Feb. 17 article entitled <a href=\"http:\/\/morningconsult.com\/2015\/02\/financial-vulnerabilities-new-trade-pact-questioned\/\">&#8220;Financial Vulnerabilities of the New Trade Pact Questioned.&#8221;\u00a0<\/a><\/p>\n<p>In the article, Gallagher said:<\/p>\n<blockquote><p>\u201cOne of the core things of the treaty is national treatment, which means I can\u2019t treat my firms any different from your firms,\u201d Kevin Gallagher, a professor of global development policy at Boston University, said last week in an interview. \u201cWhen you translate it into finance, when you have too-big-to-fail, then you not only have to bail out the domestic firms, you have to bail out all of the foreign firms as well.\u201d<\/p>\n<p>He said that possibility has raised eyebrows among some of the lawmakers he\u2019s spoken with in Washington.<\/p><\/blockquote>\n<p>You can read <a href=\"http:\/\/morningconsult.com\/2015\/02\/financial-vulnerabilities-new-trade-pact-questioned\/\">the full article here.<\/a><\/p>\n<p>Gallagher is an associate professor of global development policy at Boston University\u2019s Frederick S. Pardee School of Global Studies, where he co-directs the\u00a0<a href=\"https:\/\/www.bu.edu\/pardeeschool\/research\/research-initiatives\/global-decolonization-initiative\/\">Global Economic Governance Initiative<\/a>\u00a0and the Global Development Policy Program. He\u00a0is the author of\u00a0<i><a href=\"http:\/\/www.cornellpress.cornell.edu\/book\/?GCOI=80140100875590\">Ruling Capital: Emerging Markets and the Reregulation of Cross-Border Finance<\/a>.<\/i><i><br \/>\n<\/i><\/p>\n<p>He is the co-chair of the Task Force on Regulating Capital Flows and has served as an advisor to the Department of State and the Environmental Protection Agency in the United States. as well as to the United Nations Conference on Trade and Development.\u00a0Gallagher is co-editor of the\u00a0<a href=\"http:\/\/www.tandfonline.com\/toc\/rrip20\/current#.Ueah-4UYLu0\">Review of International Political Economy<\/a>\u00a0and writes regular columns in the\u00a0<a href=\"http:\/\/blogs.ft.com\/economistsforum\/?s=Kevin+Gallagher\">Financial Times<\/a>\u00a0and the\u00a0<a href=\"http:\/\/www.guardian.co.uk\/profile\/kevingallagher\">Guardian.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pardee prof.
