“Generally, E.U. members act as commercial competitors in the region, but the agenda of conflict settlement in Colombia suits the E.U. well,” said Hare in the article. “It has experience in areas like the Balkans and Northern Ireland of reconciling warring factions. Cuba has also been an important mediator in the Colombia process.”<\/p>\n

Hare was the British Ambassador to Cuba from 2001 – 2004. Hare\u00a0 served overseas in Portugal, New York, at the UK Representation at the EU in Brussels, and in Venezuela as Deputy Head of Mission. He was Head of the Foreign Office\u2019s Non-Proliferation Department.\u00a0He is a Fellow of the Weatherhead Center for International Affairs at Harvard University and a member of the Brookings Institution Core Group on Cuba. His novel, \u201cMoncada \u2013 A Cuban Story\u201d, set in modern Cuba, was published in May 2010. A new book on diplomacy, \u201cMaking Diplomacy Work: Intelligent Innovation for the Modern World,\u201d will be published by SAGE publications in early 2015.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
