Ambassador Garčević on EU Enlargement in Interview for Montenegrin TV Nova M

Ambassador Vesko Garčević, Professor of the Practice of International Relations at the Frederick S. Pardee School of Global Studies at Boston University, commented on the European Union enlargement process, developments in the Balkans, and EU–US relations in an interview for Montenegrin TV Nova M, part of the Balkans TV Network Nova. The interview was broadcast on November 26, 2025 as part of Nova’s political commentary program The Union.

In addition to discussing internal political dynamics in Montenegro and the Western Balkans, chances of Montenegro and Albania to become a new EU members, part of the conversation focused on global issues and European enlargement in general.

Addressing EU enlargement, Ambassador Garčević reiterated that the invasion of Ukraine had reinvigorated a process that had long been on the back burner, but this has been more a consequence rather than an intention of Brussels. He argued that the war in Ukraine, coupled with current global dynamics marked by intensified great-power competition, has compelled the EU to fight for its relevance. The recent Ukrainian peace talks underscored this point, as the EU was entirely sidelined by the United States, which presented a peace plan without consulting its European partners. Against this backdrop, the renewed momentum behind enlargement and the EU’s efforts to assume a more prominent role in ongoing attempts to secure peace in Ukraine highlight the Union’s intention to reclaim global relevance.
