Garčević offers EU, Serbia-Kosovo, Migrant Crisis Insights

In a compelling interview broadcast and published on January 6, 2024, with Bulgarian TV broadcaster BTV, Ambassador Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Pardee School of Global Studies addressed pivotal issues shaping the region’s geopolitical landscape. Discussing the EU perspective, the Serbia-Kosovo dispute, and the rise of the far-right in Europe fueled by the migrant crisis, Garčević, provided insightful analysis. Reflecting on the recent EU decision to open membership accession talks with Ukraine and Moldova, he expressed concerns about its impact on the Western Balkans.
“For states like Bosnia and Herzegovina, which hoped for the same status, the Council decision is discouraging,” remarked Garcevic, highlighting the potential disparities in regional aspirations.
Garčević, further delved into the EU’s externalization policy and its implications on the Balkans, emphasizing the need for a renewed approach.
“Both aspirant countries and the EU are responsible for the current stalemate, and only a new reinvigorated EU enlargement strategy can rejuvenate stalled democratic reforms in the region,” stated Garcevic.
The interview also explored the Balkans’ role in the migrant crisis, where Garcevic pointed out the region’s challenges in accommodating refugees. He stressed the necessity for systematic EU assistance and highlighted the region’s struggles in providing adequate support.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
