Amb. Garčević on Montenegro-Serbia Relations in Book Talk Panel

Amb. Vesko Garčević

The Faculty of Political Sciences at the University of Montenegro hosted Ambassador Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Frederick S. Pardee School of Global Studies, for a book talk on December 18 in Podgorica, Montenegro.

Together with Professor Ivan Videnović of the University of Belgrade, Professor Oliver Komar of the University of Montenegro, and Marko Savić, Lecturer at the University of Montenegro, Ambassador Garčević presented Montenegro and Serbia: A Velvet Divorce?, a book he co-authored with Professor Kenneth Morrison. Professor Morrison is Chair in Modern Southeast European History and Research and Innovation Director at the Institute of Global Challenges and Cultures at De Montfort University in the United Kingdom.

Released in January 2025, the book offers the first comprehensive analysis of the often divergent political and historical paths taken by Montenegro and Serbia from the late 1980s to the present day. Drawing on both primary and secondary sources—many of which have not previously been available in English—the study provides a detailed examination of the complex relationship between the two countries within the Yugoslav framework, as well as their bilateral relations following their separation in 2006.

According to the panelists, the book “presents the first comprehensive analysis of the relationship between these two Balkan nations from the late 1980s to the present day.”

Vesko Garčević is a professor of the practice of international studies at the Frederick S. Pardee School of Global Studies and the director of the Center for the Study of Europe. An expert on multilateral issues, Garčević is the co-author of Montenegro and Serbia: A Velvet Divorce? (Bloomsbury Academic, 2025) which explores the divergent past between Serbia and Montenegro between 1988 and 2023. To read more about his work and accomplishments, visit his faculty profile.
