Joseph Wippl, Professor of the Practice of International Relations at the Frederick S. Pardee School of Global Studies at Boston University, said the sophistication of the ISIS terror attacks on Brussels show the attacks had been planned for a long time.

Wippl made the argument on a March 22, 2016 segment on WHDH Channel 7 News entitled “BU professor Joseph Wippl on attacks in Belgium.

From the segment:

Obviously they were planned, and the attacks in Paris last fall and these attacks show practice. They also show knowledge, I mean these people are able to put together bombs and weapons and explosives and so on without them going off where they are putting them together. This shows a lot of sophistication, they are getting more and more sophisticated, and I think that’s because of the ISIL issue. These people are travelling to Syria and getting training in weapons.

These plans have been underway for some time. The sophistication of the attacks show there was practice. They obviously already had the weapons made, so I think it was just a matter of it happening somewhat faster but it was on course to happen anyway.
