Pardee Center for the Study of the Longer-Range Future, discussed his recent book, <a href=\"https:\/\/www.routledge.com\/Strategies-for-Rapid-Climate-Mitigation-Wartime-mobilisation-as-a-model\/Delina\/p\/book\/9781138646230\" target=\"_blank\"><em>Strategies for Rapid Climate Mitigation<\/em><\/a>, at a Pardee Center seminar on September 27, 2016.<\/p>\n<figure id=\"attachment25306\" aria-describedby=\"caption-attachment25306\" style=\"width: 360px\" class=\"wp-caption alignright\"><img loading=\"lazy\" src=\"\/pardee\/files\/2016\/09\/delinaseminar1.jpg\" width=\"350\" height=\"263\" class=\"wp-image-25306\" \/><figcaption id=\"caption-attachment25306\" class=\"wp-caption-text\">Laurence Delina<\/figcaption><\/figure>\n<p>In the book, which was published in June by Routledge Press, Delina explores whether\u00a0the rapid mobilization in preparation for World War II is an appropriate analogy for the scale and speed required for an effective response to climate change in the 21st century.<\/p>\n<p>At the seminar, Delina argued that the pace of clean energy deployment\u00a0is the greatest challenge to achieving intended emissions reductions. He noted that the Intergovernmental Panel on Climate Change&#8217;s (IPCC) fifth assessment report concluded that global emissions would need to peak by 2030, and\u00a0begin to decline by 2050, in order to remain below a 2 degrees Celsius increase. Historically, global energy transitions have played out over much longer timescales, therefore\u00a0more governmental intervention\u00a0would be needed to spur\u00a0an accelerated energy transition.<\/p>\n<p><a href=\"https:\/\/www.routledge.com\/Strategies-for-Rapid-Climate-Mitigation-Wartime-mobilisation-as-a-model\/Delina\/p\/book\/9781138646230\"><img loading=\"lazy\" src=\"\/pardee\/files\/2016\/09\/strategiesforrapidclimatemitigation.jpg\" alt=\"strategiesforrapidclimatemitigation\" width=\"350\" height=\"531\" class=\"alignleft  wp-image-25306\" srcset=\"https:\/\/www.bu.edu\/pardee\/files\/2016\/09\/strategiesforrapidclimatemitigation.jpg 587w, https:\/\/www.bu.edu\/pardee\/files\/2016\/09\/strategiesforrapidclimatemitigation-198x300.jpg 198w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/a><\/p>\n<p>Delina pointed to the rapid mobilization of finance, labor, and governance seen\u00a0in the United States in the early 1940s as an analogy of the pace and scale needed to reach emissions reductions targets. He suggested that a carbon tax or emissions trading system, in addition to climate mitigation bonds and increased private sector participation, could approximate\u00a0the impact of the\u00a0universal income tax and increased public borrowing that resulted in a rapid increase of the U.S. defense budget by 1944. Delina also argued for\u00a0labor availability analyses, retraining programs, and new university degree programs to rapidly scale the labor force, and for a special department within the executive branch to coordinate across agencies and the private sector, which has wartime precedent.<\/p>\n<p>Delina acknowledged several technological, social, and political limits to this model for climate action &#8212; particularly public acceptance of climate science and of a centralized role of government &#8212; which he explores\u00a0at great length in the book.<\/p>\n<p>Delina, a\u00a0citizen of the Philippines,<span>\u00a0is<\/span>\u00a0leading <a href=\"https:\/\/www.bu.edu\/pardee\/research\/the-future-of-energy-systems-in-developing-countries\/\" target=\"_blank\">a project at the Pardee Center<\/a>\u00a0on sustainable energy transitions in developing countries.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Laurence Delina, a post-doctoral associate at the Frederick S.
