The paper is Prof. Gallagher&#8217;s assessment of the IMF&#8217;s new\u00a0\u201cinstitutional view\u201d on capital account liberalization and the management of capital flows between countries announced in December 2012. The brief reiterates the \u201crules of thumb\u201d put forward by the Pardee  Center Task Force on Regulating Global Capital Flows for Long-Run Development in 2011 that should be considered when devising  capital account regulations applicable to developing countries.<\/p>\n<p>An electronic version of the paper can be downloaded from the\u00a0<a href=\"https:\/\/www.bu.edu\/pardee\/publications-library\/\">publications library<\/a> on the Pardee web site.
