Gallagher4\" \/><\/a>Kevin Gallager, Pardee Faculty Fellow and Associate Professor of international relations at Boston University, published\u00a0an <a href=\"http:\/\/www.guardian.co.uk\/commentisfree\/cifamerica\/2011\/nov\/29\/imf-must-heed-g20-decisions\" target=\"_blank\">op-ed<\/a> on developing countries use of \u00a0capital controls in The <em><a href=\"http:\/\/www.guardian.co.uk\/\">Guardian<\/a> <\/em>(November 29, 2011).\u00a0 In the op-ed, titled \u201cThe IMF Must Heed G20 Decisions,\u201d <a href=\"http:\/\/www.guardian.co.uk\/commentisfree\/cifamerica\/2011\/nov\/29\/imf-must-heed-g20-decisions\" target=\"_blank\">Prof. Gallagher argues<\/a>: \u201cThe IMF should not ignore the G20&#8217;s direction on capital flows. Rather than pushing ahead on a globally enforceable code of conduct that could eventually lead to capital account liberalisation across the globe, the IMF should instead work to reduce the stigma attached to capital controls, protect countries&#8217; ability to deploy them, and help nations police investors who evade regulation. G20 finance ministers, central bankers and heads of state have endorsed the use of capital controls by emerging markets, and on their own terms. The IMF should not pick and choose which directions by world leaders it will follow.\u201d<\/p>\n<p>Prof. Gallagher, in collaboration with\u00a0<a href=\"http:\/\/www.sipa.columbia.edu\/academics\/directory\/jao2128-fac.html\">Jos\u00e9 Antonio Ocampo<\/a> and\u00a0<a href=\"http:\/\/www.stephanygj.net\/\">Stephany Griffith-Jones<\/a> of the\u00a0<a href=\"http:\/\/policydialogue.org\/\">Initiative for Policy Dialogue<\/a> (IPD) at Columbia University, convened a task force on \u201cManaging Capital Flows for Long-Run Development\u201d on behalf of the Pardee Center on September 16, 2011.
