Gallagher, one of the co-chairs of the Pardee Center Task Force on Regulating Global Capital Flows for Long-Run Development, offers his assessment of the IMF\u2019s new position.<\/p>\n<p>The IMF\u2019s \u201cinstitutional view\u201d historically tempers the IMF\u2019s advocacy of capital account liberalization and even endorses the regulation of cross-border finance in some circumstances.\u00a0\u00a0 What is more, the IMF points out that many trade and investment treaties do not provide the appropriate level of policy space to regulate cross-border finance when needed.<\/p>\n<p>This is truly landmark, given that the IMF attempted to legally mandate worldwide capital account liberalization in the 1990s.\u00a0 The turnaround is largely a function of the persistence of emerging market and developing country members of the Fund, in addition to some innovative economists on the IMF staff.\u00a0 Unfortunately however, those voices did not fully prevail.<\/p>\n<p>The IMF view still urges capital account liberalization as a long-run goal for all nations, only sanctions regulating cross-border finance under limited circumstances, and puts too much of the burden for regulation on emerging market countries, rather than the industrialized world that is often the source of this finance.\u00a0 The brief reiterates the \u201crules of thumb\u201d put forward by the Pardee Center Task Force in 2011 that should be considered when devising capital account regulations applicable to developing countries.<\/p>\n<p>Other Pardee Center publications related to this issue include <i><a href=\"https:\/\/www.bu.edu\/pardee\/publications-library\/iib-22-capital-account-regulations\/\">Issues in Brief No. 22<\/a><\/i>, <i><a href=\"https:\/\/www.bu.edu\/pardee\/publications-library\/iib-global-trade-reform\/\">Issues in Brief No. 24<\/a><\/i>, and the March 2012 <i>Pardee Center Task Force Report<\/i>, <a href=\"https:\/\/www.bu.edu\/pardee\/2012\/03\/07\/task-force-march-2012\/\">Regulating Global Capital Flows for Long-Run Development<\/a>.\u00a0 A second Task Force Report on the relationship between capital accountant regulations and the global trading system will be published in 2013.<\/p>\n<p><b><a href=\"https:\/\/www.bu.edu\/pardee\/community\/kevin-p-gallagher\/\">Kevin P. Gallagher<\/a> <\/b>is Associate Professor of International Relations at Boston University and director of the Global Economic Governance Initiative at BU\u2019s Pardee Center, where he co-chairs the Pardee Center Task Force on Regulating Global Capital Flows.
