He wanted to explore how international legal frameworks mediate the role of foreign companies in dictating the lived experience of his fellow Colombians, so he went to England to earn a master\u2019s in international law at University College London. He kept going deeper down the rabbit hole when it became clear to him that international investment law adds another critical layer of governance, focusing on that field during his PhD at Birkbeck, University of London.<\/p><\/div><\/div>\n\n\n\n<p>His studies led him back to Universidad del Rosario, where he is research director of the Faculty of Law and head of the Research Group on International Law. As this semester\u2019s William &amp; Patricia Kleh Visiting International Professor of Law at BU Law, he\u2019s now sharing what he\u2019s learned in two seminars \u2014 one on international arbitration, the other on business and human rights.<\/p>\n\n\n\n<p>In a globalized world undergoing sudden swings, it\u2019s never been more important to understand the ways that international law affects everyday people, Prieto-R\u00edos says.<\/p>\n\n\n\n<p>\u201cDomestic norms and policies are changing so much in different countries,\u201d he says. \u201cThe only thing that remains stable is international law, so we need to pay more attention.\u201d<\/p>\n\n\n\n<p>On November 17, Prieto-R\u00edos will bring some of that attention to his areas of study when he delivers <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bu.edu\/law\/engagements\/the-annual-kleh-lecture-ungps-in-turbulent-times-systemic-violence-and-global-inequality\/\" data-type=\"activity_engagement\" data-id=\"120689\" target=\"_blank\">the Annual Kleh Lecture<\/a>, titled \u201cUN Guiding Principles (UNGPs) on Business and Human Rights in Turbulent Times: Systemic Violence and Global Inequality.\u201d The lecture will analyze the efficacy of the UNGP\u2019s international policies through the lens of a case that directly impacted his fellow Colombians.<\/p>\n\n\n\n<div class=\"wp-block-editorial-event-details record-block-editorial-event-details has-location-icon\" itemscope itemtype=\"http:\/\/schema.org\/Event\"><h3 class=\"wp-block-editorial-event-details-title\"><\/h3><article class=\"wp-block-editorial-event-details-article\"><div class=\"wp-block-editorial-event-details-more-info\"><h4 class=\"wp-block-editorial-event-details-event-title\" itemprop=\"name\">The A<strong>nnual Kleh Lecture\u00a0<\/strong><\/h4><p class=\"wp-block-editorial-event-details-description\" itemprop=\"description\">Professor Enrique Prieto-R\u00edos will discuss \u201c<a href=\"https:\/\/www.bu.edu\/law\/engagements\/the-annual-kleh-lecture-ungps-in-turbulent-times-systemic-violence-and-global-inequality\/\" data-type=\"URL\" data-id=\"https:\/\/www.bu.edu\/law\/engagements\/the-annual-kleh-lecture-ungps-in-turbulent-times-systemic-violence-and-global-inequality\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNGPs in Turbulent Times: Systemic Violence and Global Inequality<\/a>.\u201d<\/p><p class=\"button wp-block-editorial-event-details-calendar-link js-block-editorial-event-details-add-to-calendar\"><\/p><\/div><div class=\"wp-block-editorial-event-details-date-location\"><time class=\"wp-block-editorial-event-details-date\" itemprop=\"startDate\" content=\"2025-11-17T12:45:00-05:00\"><span class=\"wp-block-editorial-event-details-month\">November<\/span> <span class=\"wp-block-editorial-event-details-day\">17<\/span> <span class=\"wp-block-editorial-event-details-time\">12:45 PM<\/span><\/time><p class=\"wp-block-editorial-event-details-location\" itemprop=\"location\" itemscope itemtype=\"http:\/\/schema.org\/Place\"><a href=\"https:\/\/www.bu.edu\/law\/engagements\/the-annual-kleh-lecture-ungps-in-turbulent-times-systemic-violence-and-global-inequality\/\"><span itemprop=\"address\" itemscope itemtype=\"http:\/\/schema.org\/PostalAddress\">Barristers Hall<\/span><\/a><\/p><\/div><\/article><\/div>\n\n\n\n<p>In June 2024, a federal jury in the Southern District of Florida found the multinational banana purveyor Chiquita Brands liable for financing a Colombian paramilitary group that was designated a terrorist organization by the United States. The company was ordered to <a href=\"https:\/\/www.cnn.com\/2024\/06\/11\/business\/chiquita-banana-liable-paramilitary-group-colombia\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">pay $38 million<\/a> to the families of eight of the paramilitary group\u2019s victims, in a verdict hailed as a <a href=\"https:\/\/earthrights.org\/media_release\/u-s-court-upholds-landmark-jury-verdict-for-victims-of-paramilitary-violence-in-colombia-against-chiquita\/\" target=\"_blank\" rel=\"noreferrer noopener\">landmark for international law<\/a>. The Chiquita case offers legal scholars and students an opportunity to re-assess whether and how non-binding international legal frameworks can support the pursuit of human rights, Prieto-R\u00edos says.<\/p>\n\n\n\n<p>On November 18, Prieto-R\u00edos will follow the lecture with a conference on business and human rights, organized alongside Professor <a href=\"https:\/\/www.bu.edu\/law\/profile\/erika-george\/\" target=\"_blank\" rel=\"noreferrer noopener\">Erika George<\/a>, the BU Law associate dean for equity, justice, and engagement and the Ernest Haddad Faculty Scholar. Prieto-R\u00edos wants it to be an opportunity to bring together scholars from the global north and global south in a space that can promote \u201cconversation, reflection, and analysis\u201d on the relationship between international law and human rights, he says.<\/p>\n\n\n\n<p>\u201cIn these hazardous times for human rights, creating these spaces for different people to relate to each other is very important,\u201d Prieto-R\u00edos says. \u201cWe need to create more and more spaces to discuss what is happening. Because if we don&#8217;t discuss it, we don&#8217;t see it. And if we don&#8217;t see it, we create blind spots and we normalize situations that should not be normalized in any part of the world.\u201d<\/p>\n\n\n\n<p>Prieto-R\u00edos, who is currently the chief editor of the journal <a href=\"https:\/\/revistas.urosario.edu.co\/index.php\/sociojuridicos\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Estudios Socio-Jur\u00eddicos<\/em><\/a>, has also consulted with the Colombian government on business and human rights, helping to develop the country\u2019s first baseline for how current international laws affect people from all over Colombia. In doing so, he says, he helped his country better understand the role of international investment law as one of the primary restraints in the development of a meaningful human rights framework.<\/p>\n\n\n\n<p>He\u2019s hoping his time at BU Law can encourage a closer relationship between the law school and his home country, bringing more Colombian students to Boston \u201cto create a bilateral conversation that goes beyond borders.\u201d Already, though, he\u2019s seen the value of expanding that conversation.<\/p>\n\n\n\n<p>\u201cThe students here are amazing,\u201d Prieto-R\u00edos says. \u201cAlthough I&#8217;m teaching, I&#8217;m learning at the same time.\u201d<\/p>\n\n\n\n<p>At BU Law, he wants to help his students expand their worldview with an international lens, opening doors they hadn\u2019t realized they might one day walk through.<\/p>\n\n\n\n<p class=\"is-style-default\">\u201cThis thing we call international law that we perhaps consider to be so far away from us is actually very close, and it affects our lives,\u201d he says. \u201cAnd there is a professional opportunity for them in the future to work in those areas \u2014 international investment law and business and human rights.\u201d<\/p>\n\n\n\n<p class=\"is-style-default\">Despite the challenges of protecting human rights in Colombia and beyond, Prieto-R\u00edos has seen that a sturdy framework of international laws \u2014 and the right attorneys enforcing those laws \u2014 can be a lifeline for countries facing elevated threats.<\/p>\n\n\n\n<p class=\"is-style-end-of-article\">\u201cComing from a region that has had so much trouble throughout the years, I can confirm that the last resort that really works when things go bad with the government is international law,\u201d he says. \u201cIt takes a lot. It takes a long time.
