Today, the <a href=\"https:\/\/sisterdistrict.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sister District Project<\/a> she cofounded is a national organization with more than 70,000 volunteers. Goldstein finished her PhD and has taken a step back from legal practice; since 2017, she has worked full time at Sister District, including in her current role as senior vice president of strategic initiatives.<\/p>\n\n\n\n<p>\u201cIt is an honor and privilege to do this work,\u201d she says.<\/p>\n\n\n\n<p>Boston University School of Law cultivates a commitment to community engagement\u2014including on democratic issues such as voting rights and elections\u2014and faculty regularly lend their expertise as thought leaders, advocates, and activists. For Goldstein, the 2016 election was a call to action, and she is not alone. After President Trump was elected that year, <a href=\"https:\/\/www.linkedin.com\/in\/rachael-jeck-62776628\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rachael Jeck<\/a> (\u201994) left her job as general counsel at a chain of veterinary hospitals to start a \u201csecond chapter,\u201d joining the board of Fund Her, a PAC dedicated to electing women to local and state government positions. In 2021, she co-founded <a href=\"https:\/\/www.registerher.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Register Her<\/a>, a separate non-profit organization that works not just to register women in underserved communities to vote but to \u201cactivate\u201d them, providing the resources, civic education, and support they need to exercise their vote successfully.<\/p>\n\n\n\n<p>Political \u201cmoments\u201d like these can have lasting consequences, for individuals and the country, says BU Law Professor <a href=\"https:\/\/www.bu.edu\/law\/profile\/robert-l-tsai\/\" target=\"_blank\" rel=\"noreferrer noopener\">Robert L. Tsai<\/a>, who teaches a course on <a href=\"https:\/\/www.bu.edu\/law\/courses\/lawjd825\/\" target=\"_blank\" rel=\"noreferrer noopener\">Election Law and Voting Rights Reform<\/a>; has written extensively about political culture, democratic design, and popular sovereignty; and has advocated for major reforms to democratic processes in the United States.&nbsp;<\/p>\n\n\n\n<p>\u201cThe average person isn\u2019t always paying attention,\u201d Tsai says. \u201cBut there are these moments when people say, \u2018What\u2019s going on here?\u2019 That\u2019s the moment to press people.\u201d<\/p>\n\n\n\n<p><strong>Looking to Make an Impact<\/strong><\/p>\n\n\n\n<p>The daughter of Vietnam War activists, Goldstein grew up in Los Angeles with an \u201cantiauthoritarian perspective.\u201d She studied philosophy at UC Berkeley and then decided to attend BU Law specifically for its top-ranked health law program.<\/p>\n\n\n\n<p>\u201cI think of my time at BU as intellectual boot camp,\u201d she explains. \u201cIt was such a formative experience to really understand not just the process by which society operates\u2014the law\u2014but also the incredible power people have to shape those operating instructions.\u201d<\/p>\n\n\n\n<p>After graduating, Goldstein practiced health law at firms, advising clients on responsible research practices, informed consent, privacy, and conflicts of interest, among other issues. She was working toward her PhD in health policy when the 2016 election results came in. That\u2019s when she and several other attorneys decided to create Sister District Project to match blue-state volunteers with progressive state-level candidates who needed support in \u201csister cities.\u201d<\/p>\n\n\n\n<p>\u201cWe were watching so many tens of millions of dollars go to races in California, which was clearly going to go blue anyway,\u201d she remembers. \u201cWe wanted to find an area where we could have an outsized impact\u2014and that was in our state legislatures.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft size-large\"><img loading=\"lazy\" width=\"800\" height=\"270\" src=\"\/law\/files\/2024\/10\/Goldstein_VA2019_IMG_2634-800x270.png\" alt=\"Gabrielle Goldstein standing in the Virginia State Capitol.\" class=\"wp-image-113798\"\/><figcaption>Gabrielle Goldstein at the Virginia General Assembly in 2019 when the legislature flipped blue.<\/figcaption><\/figure><\/div>\n\n\n\n<p>Today, Sister District works with campaigns and candidates to win elections and supports&nbsp;year-round community-based organizations building state-level power and state elected officials through peer-learning cohorts where can share best practices and strategies.<\/p>\n\n\n\n<p>One of Goldstein\u2019s current priorities is to help progressive state leaders take a stronger stand on regulatory issues in the wake of <em>Loper Bright Enterprises v. Raimondo<\/em>, a US Supreme Court decision from June that struck down the long-standing <em>Chevron v. Natural Resources Defense Council<\/em> standard, which had granted considerable deference to the authority of federal agencies.<\/p>\n\n\n\n<p>\u201cA whole slew of regulatory programs are up on the chopping block\u2014everything from standards for products and drugs and food to air and water quality,\u201d she says. \u201cMy legal&nbsp;practice and my PhD were in regulatory law and policy, so I\u2019m doing a lot of work now to help states assess their ability to step in and regulate more muscularly.\u201d&nbsp;<\/p>\n\n\n\n<p>Goldstein says she \u201cknew nothing\u201d about, and \u201chad no vocabulary\u201d for, electoral politics before she cofounded Sister District. While her background was in law and policy, she had never done more than occasionally volunteer on a political campaign.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cEight years later, here we are still doing this work,\u201d she says. \u201cAnd it\u2019s even more important now than when we started.\u201d<\/p>\n\n\n\n<p><strong>Mobilizing Women<\/strong><\/p>\n\n\n\n<p>Like Goldstein, Jeck had limited experience in politics before she joined the board of Fund Her and subsequently cofounded Register Her. She spent more than two decades working as an employment law attorney, including almost 18 years in-house at VCA Animal Hospitals. As a board member of Fund Her, she was making calls for Democratic candidates in 2020 when she had an \u201cah-ha moment.\u201d<\/p>\n\n\n\n<div class=\"wp-block-bu-pullquote record-block-bu-pullquote is-style-pop has-secondary-theme\"><div class=\"wp-block-bu-pullquote-inner\"><blockquote><div class=\"container-lockup\"><div class=\"container-icon-outer\"><div class=\"container-icon-inner\"><\/div><\/div><div class=\"container-text\"><hr\/><div class=\"quote-sizing\">\u201cResearch shows that people are much more likely to vote when they are asked to do so by people they know and trust.\u201d<\/div><footer class=\"caption\">Rachael Jeck<\/footer><hr\/><\/div><\/div><\/blockquote><\/div><\/div>\n\n\n\n<p>\u201cPeople kept saying, \u2018Stop calling me; I\u2019m already going to vote,\u2019\u201d she remembers. \u201cBut our research was telling us that there were millions of eligible women who were not voting. I realized that political parties go for the low-hanging fruit\u2014registered voters. But there are millions of women who are literally never, ever asked to vote.\u201d<\/p>\n\n\n\n<p>Register Her was launched in 2021 to change that. The organization hires fellows to enage in voter outreach with community-based organizations in key states across the country and provides them with monthly training and networking opportunities (in July, Malia Obama spoke to the group about civic engagement).<\/p>\n\n\n\n<p>\u201cWe don\u2019t need me\u2014a middle-aged white woman sitting in suburban California going into Detroit or Dallas or Jackson or Raleigh and trying to tell women why they should want to vote,\u201d she explains. \u201cResearch shows that people are much more likely to vote when they are asked to do so by people they know and trust.\u201d<\/p>\n\n\n\n<p>When Jeck cofounded Register Her, she agreed to lead the organization until her budget allowed her to hire \u201ca really incredible person\u201d to take her place.<\/p>\n\n\n\n<p>\u201cRight now, almost all of the [donations are] being funneled into programming,\u201d she explains. \u201cI take a nominal stipend; fortunately, I\u2019m in a place where I can afford to do that.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright size-large\"><img loading=\"lazy\" width=\"880\" height=\"1024\" src=\"\/law\/files\/2024\/10\/RegisterHer_Jeck_IMG_4748-880x1024.jpg\" alt=\"Rachel Jeck with two of Register Her's organizers.\" class=\"wp-image-113787\"\/><figcaption>Rachel Jeck collaborates with Register Her organizers.<\/figcaption><\/figure><\/div>\n\n\n\n<p>This year is Register Her\u2019s second election cycle; Jeck\u2019s goal was to have thirty fellows in five states. Instead, they have fifty fellows in six states. And, in the two weeks leading up to the election, they planned to send just under two million texts to all young women of color (ages 18-35) who are registered to vote in Arizona, Michigan, Mississippi, North Carolina Pennsylvania, and Texas.<\/p>\n\n\n\n<p>\u201cEvery single woman who works for us as an organizer is paid,\u201d she says. \u201cThis is critical work, and it deserves to be paid work.\u201d<\/p>\n\n\n\n<p><strong>Reform Minded<\/strong><\/p>\n\n\n\n<p>To advance their goals of maximizing voter turnout among women and electing progressive candidates to state offices, respectively, Jeck and Goldstein are working within the political system as it currently exists. In recent years, Tsai has focused some of his efforts on exploring how to make that system better.<\/p>\n\n\n\n<p>In 2021, he participated as a delegate in <em>Democracy<\/em>\u2019s online constitutional convention experiment. The <a href=\"https:\/\/democracyjournal.org\/magazine\/61\/a-new-constitution-for-the-united-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">resulting document<\/a> includes a proposed Article III with three sections on voting rights and federal elections to codify and protect an individual right to vote, something largely left to the states currently. The draft constitution calls for electing the president and vice president by a national popular vote using a ranked-choice method and would create a national election commission to govern federal elections, among other reforms.&nbsp;<\/p>\n\n\n\n<p>Tsai has also called for <a href=\"https:\/\/www.politico.com\/interactives\/2019\/how-to-fix-politics-in-america\/participation\/twenty-first-century-voting-rights-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">updating the Voting Rights Act<\/a> to, among other things, prevent states and localities from purging voters within nine months of a federal election and conditioning federal funds on an agreement not to disenfranchise anyone for any crimes, or at least requiring automatic restoration of voting rights after release from prison. About <a href=\"https:\/\/www.sentencingproject.org\/reports\/locked-out-2022-estimates-of-people-denied-voting-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\">4.6 million citizens are currently disfranchised in this fashion<\/a>.<\/p>\n\n\n\n<p>\u201cIf we really want to be a modern democracy, that means that each individual has a right and responsibility to participate,\u201d he says. \u201cWe should have formal processes that foster those rights and inclusiveness and responsibility. When we don\u2019t have those conditions in place, it adds to the demoralization that a lot of people feel.\u201d<\/p>\n\n\n\n<p><strong>Past and Future Inspiration<\/strong><\/p>\n\n\n\n<p>As former students in BU Law\u2019s health law program, Goldstein and Jeck both point to Professor of Law Emerita <a href=\"https:\/\/www.bu.edu\/law\/profile\/frances-h-miller\/\" target=\"_blank\" rel=\"noreferrer noopener\">Frances H. Miller<\/a> as a role model and mentor.<\/p>\n\n\n\n<p>\u201cShe was strong; she was tough,\u201d Jeck says. \u201cI really admired her and pushed myself to be better because I wanted to impress her.\u201d<\/p>\n\n\n\n<p>Goldstein says she still remembers something she learned in Miller\u2019s introductory health law class.<\/p>\n\n\n\n<p>\u201cShe said, \u2018Don\u2019t ever let anybody say something would be impossible,\u2019\u201d she recalls. \u201cWe shouldn\u2019t be afraid to demand more and ask for more, including from our government. I\u2019ve carried that with me always.\u201d<\/p>\n\n\n\n<p>Both Jeck and Goldstein say they are also inspired by the people they work with\u2014the organizers on the ground and the state elected officials who, as Goldstein puts it, \u201ctoil in obscurity.\u201d<\/p>\n\n\n\n<p class=\"is-style-end-of-article\">Jeck says seeing someone change their perspective on voting helps too. \u201cSometimes someone will come up and say, \u2018I didn\u2019t think my vote counted, but you\u2019ve opened my eyes; I\u2019m definitely voting,\u2019\u201d she says. \u201cThat\u2019s one more
