Biography

Brian Carroll has practiced banking and commercial law for over 30 years. For much of that time, he has concentrated on commercial lending transactions of all types and sizes and the workout of defaulted loans, transactions relating to the equipment financing and leasing industry, providing advice in relation to bank and bank holding company regulatory issues, mergers and acquisitions advisory work, and on transactions relating to debt and equity capital markets.

Mr. Carroll began his career working at various prominent law firms in the Boston and Providence areas before joining his first in-house legal department at BTM Capital Corp. (the Bank of Tokyo-Mitsubishi’s specialized US lending and leasing division in Boston). Following BTM Capital, Mr. Carroll joined the in-house legal department of General Electric Capital Corporation and practiced there for 10 years. Finally in 2009, Mr. Carroll began his career at Citizens Financial Group (CFG), which at that time was wholly-owned by the Royal Bank of Scotland Group (CFG became an independent NYSE publicly traded entity in 2015). He’s held a number of positions at CFG of increasing responsibility which have ranged from counsel to various Commercial Banking business lines, to enterprise-wide bank regulatory counsel, and presently as lead counsel for the Citizens Capital Markets business lines (including for Citizens Capital Markets Inc., CFG’s registered broker-dealer). Mr. Carroll has held leadership positions in several professional and charitable associations throughout his career and recently has been most heavily involved with the Bank Regulatory Committee of the Bank Policy Institute. Mr. Carroll has previously lectured in the Financial Services Fundamentals segment of BU Law’s LLM in Banking & Financial Law Program.
