{"id":20015,"date":"2022-04-13T09:31:56","date_gmt":"2022-04-13T13:31:56","guid":{"rendered":"https:\/\/www.bu.edu\/gdp\/?p=20015"},"modified":"2022-04-13T13:15:55","modified_gmt":"2022-04-13T17:15:55","slug":"chart-of-the-week-designing-a-development-centered-resilience-and-sustainability-trust-at-the-imf","status":"publish","type":"post","link":"https:\/\/www.bu.edu\/gdp\/2022\/04\/13\/chart-of-the-week-designing-a-development-centered-resilience-and-sustainability-trust-at-the-imf\/","title":{"rendered":"Chart of the Week: Do Climate-Exposed Countries Have IMF Programs?"},"content":{"rendered":"<p>By <a href=\"https:\/\/www.bu.edu\/gdp\/profile\/amanda-brown\/\" target=\"_blank\" rel=\"noopener noreferrer\">Amanda Brown<\/a><\/p>\n<p><span style=\"font-weight: 400;\">The International Monetary Fund (IMF) Executive Board <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-04-11\/imf-set-to-decide-on-resilience-trust-with-50-billion-loan-goal?sref=wgSUpWLp\" target=\"_blank\" rel=\"noopener noreferrer\">meets today<\/a> to consider the final design of the proposed Resilience and Sustainability Trust (RST). Designed to<\/span><span style=\"font-weight: 400;\"> re-channel some of the $650 billion in Special Drawing Rights allocated last August, the RST has the potential to address a glaring gap in the international finance architecture as an unprecedented and vital financing instrument. However, its design matters greatly to its utility, and the IMF\u2019s <\/span><a href=\"https:\/\/blogs.imf.org\/2022\/01\/20\/a-new-trust-to-help-countries-build-resilience-and-sustainability\/\"><span style=\"font-weight: 400;\">current proposal<\/span><\/a><span style=\"font-weight: 400;\"> risks locking up billions in climate- and pandemic-fighting resources with restrictive access requirements and onerous conditionalities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/www.bu.edu\/gdp\/2022\/02\/23\/designing-a-resilience-and-sustainability-trust-a-development-centered-approach\/\"><b><i>new policy brief<\/i><\/b><\/a><span style=\"font-weight: 400;\"> from the <\/span><a href=\"http:\/\/gdpcenter.org\/TaskForce\"><span style=\"font-weight: 400;\">Task Force on Climate, Development and the IMF<\/span><\/a><span style=\"font-weight: 400;\"> outlines five key design features to ensure an inclusive and effect RST. This gives an approximate reflection of how vulnerable each country\u2019s economy is to the impacts of climate change. Additionally, many climate vulnerable countries do not have an existing IMF program, leaving them unable to access RST support.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What is more, many existing IMF programs are not designed to tackle climate change, and adding RST resources to these programs might not be sufficient. Previous programs have been designed with fundamentally different objectives, and this will reduce the ability of the RST to help countries address the climate crisis in a meaningful way.
