{"id":17745,"date":"2021-10-27T08:32:28","date_gmt":"2021-10-27T12:32:28","guid":{"rendered":"https:\/\/www.bu.edu\/gdp\/?p=17745"},"modified":"2021-10-27T08:32:28","modified_gmt":"2021-10-27T12:32:28","slug":"chart-of-the-week-the-debt-climate-nexus-in-sub-saharan-africa","status":"publish","type":"post","link":"https:\/\/www.bu.edu\/gdp\/2021\/10\/27\/chart-of-the-week-the-debt-climate-nexus-in-sub-saharan-africa\/","title":{"rendered":"Chart of the Week: The Debt-Climate Nexus in Sub-Saharan Africa"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">By <a href=\"https:\/\/www.bu.edu\/gdp\/profile\/samantha-igo\/\" target=\"_blank\" rel=\"noopener noreferrer\">Samantha Igo<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the Group of Twenty (G20) <\/span><a href=\"https:\/\/www.g20.org\/rome-summit.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">meet in Rome<\/span><\/a><span style=\"font-weight: 400;\"> from October 30-31, the triple crisis of climate, COVID-19 and ballooning sovereign debt demands bold intervention.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Countries are reeling from the economic and social costs following a summer of <\/span><a href=\"https:\/\/phys.org\/news\/2021-08-deadly-summer-extreme-weather-climate.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">extreme weather events<\/span><\/a><span style=\"font-weight: 400;\">, with only <\/span><a href=\"https:\/\/ourworldindata.org\/covid-vaccinations\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">2.9 percent<\/span><\/a><span style=\"font-weight: 400;\"> of people in low-income countries having received at least one vaccine dose. Add to this the <\/span><a href=\"https:\/\/www.reuters.com\/business\/poor-countries-debt-rose-12-record-860-bln-2020-world-bank-2021-10-11\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">looming debt crisis<\/span><\/a><span style=\"font-weight: 400;\"> in the Global South, which has been exacerbated by divergent economic recoveries and insufficient global debt relief efforts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the G20\u2019s <\/span><a href=\"https:\/\/www.worldbank.org\/en\/topic\/debt\/brief\/covid-19-debt-service-suspension-initiative\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Debt Service Suspension Initiative (DSSI)<\/span><\/a><span style=\"font-weight: 400;\"> expiring in December and no plans for a replacement, the G20 should put forward a plan that would reduce debt distress while helping countries recover from the pandemic and pursue resilient growth paths.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As such, <\/span><a href=\"https:\/\/www.bu.edu\/gdp\/2021\/06\/28\/debt-relief-for-a-green-inclusive-recovery-securing-private-sector-participation-and-policy-space-for-sustainable-development\/\" target=\"_blank\" rel=\"noopener noreferrer\"><b><i>a recent report<\/i><\/b><\/a><span style=\"font-weight: 400;\">\u00a0from the Boston University Global Development Policy Center, the Heinrich B\u00f6ll Foundation and the Centre for Sustainable Finance at SOAS, University of London proposes an ambitious blueprint for comprehensive debt relief to free up resources to invest in nationally determined green policies. The proposal is anchored by a Guarantee Facility at the World Bank to encourage participation from the private sector that has, until now, been missing in debt relief restructuring.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Figure 5 from the report highlights the critical need for a new debt relief arrangement from the G20. The chart visualizes the astounding \u2013 and growing \u2013 interest burden in 18 Sub-Saharan African (SSA) countries as a percentage of government revenue:\u00a0<\/span><\/p>\n<figure id=\"attachment17746\" aria-describedby=\"caption-attachment17746\" style=\"width: 646px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" src=\"\/gdp\/files\/2021\/10\/unnamed-1-636x357.png\" alt=\"\" width=\"636\" height=\"357\" class=\"wp-image-17746 size-medium\" srcset=\"https:\/\/www.bu.edu\/gdp\/files\/2021\/10\/unnamed-1-636x357.png 636w, https:\/\/www.bu.edu\/gdp\/files\/2021\/10\/unnamed-1-768x432.png 768w, https:\/\/www.bu.edu\/gdp\/files\/2021\/10\/unnamed-1.png 1009w\" sizes=\"(max-width: 636px) 100vw, 636px\" \/><figcaption id=\"caption-attachment17746\" class=\"wp-caption-text\">Source: Debt Relief for a Green and Inclusive Recovery, 2021.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The SSA interest burden has more than doubled since 2015, while for advanced economies, it has dropped by more than a third, <\/span><a href=\"https:\/\/disclosure.spglobal.com\/sri\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">according to data<\/span><\/a><span style=\"font-weight: 400;\"> from S&amp;P Global. Ghana, Zambia, Angola, Nigeria and Kenya all spend more than a quarter of government resources on interest payments alone. In other words, debt service is severely obstructing decisive pandemic responses, worsening development prospects and commanding more attention than critical social investments, like health, education and climate resilience.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its latest Regional Economic Outlook for Sub-Saharan Africa, the International Monetary Fund (IMF) <\/span><a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2021\/10\/20\/pr21306-sub-saharan-africa-one-planet-two-worlds-three-stories\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">projected<\/span><\/a><span style=\"font-weight: 400;\"> the region will grow by 3.7 percent in 2021 and 3.8 percent in 2022, while advanced economies are projected to grow by more than 5 percent. SSA is also poised to feel the brunt of the impacts of climate change, from <\/span><a href=\"https:\/\/www.reuters.com\/world\/africa\/africas-glaciers-melt-millions-poor-face-drought-floods-un-says-2021-10-19\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">extreme drought and floods<\/span><\/a><span style=\"font-weight: 400;\"> to increasing exposure to <\/span><a href=\"https:\/\/www.nbcnews.com\/science\/environment\/extreme-heat-cities-growing-problem-climate-warms-study-finds-rcna3379\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">extreme heat<\/span><\/a><span style=\"font-weight: 400;\">. This is despite the fact that Africa has contributed only <\/span><a href=\"https:\/\/www.worldbank.org\/en\/news\/opinion\/2015\/12\/01\/cop-21-an-opportunity-for-africa\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">3.8 percent<\/span><\/a><span style=\"font-weight: 400;\"> of global greenhouse gas emissions, compared to <\/span><a href=\"https:\/\/www.cdp.net\/en\/research\/global-reports\/africa-report\"><span style=\"font-weight: 400;\">nearly four times<\/span><\/a><span style=\"font-weight: 400;\"> the amount from advanced economies. Economic growth for SSA will be contingent upon global coordination, comprehensive debt relief and adopting \u2013 and fully investing in \u2013 transformative green transition pathways.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Critically, this debt-climate nexus is not limited to SSA. The United Nations Development Program (UNDP) <\/span><a href=\"https:\/\/www.undp.org\/press-releases\/new-undp-study-reveals-magnitude-limited-debt-relief-eligibility-developing\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">estimates<\/span><\/a><span style=\"font-weight: 400;\"> that nearly $600 billion of external public debt service payments are at risk due to economic stress caused by the pandemic, and just over half of that is owed to private creditors. In 2021 alone, $1.1 trillion is due in debt service payments. Concomitantly, climate vulnerable countries continue to <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.oecd-ilibrary.org\/finance-and-investment\/climate-finance-provided-and-mobilised-by-developed-countries-in-2013-18_f0773d55-en;jsessionid=Ousl_sDEiGd-dNRpulPzR0GE.ip-10-240-5-103\">lack access<\/a> to climate financing<\/span><span style=\"font-weight: 400;\"> as the world experiences <\/span><a href=\"https:\/\/yaleclimateconnections.org\/2021\/01\/world-hammered-by-record-50-billion-dollar-weather-disasters-in-2020\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">a record number<\/span><\/a><span style=\"font-weight: 400;\"> of weather disasters with a billion-dollar price tag.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Debt, climate and public health are inextricably linked, and the G20 has an opportunity to provide comprehensive debt relief to emerging market and developing countries. Such a mechanism could stall the growing crisis, alleviate financial pressures and support investment in much-needed climate resilience and adaptation. To do so, the report suggests three key steps: (1) enhancing debt sustainability analyses from the IMF and the World Bank, (2) creating a Guarantee Facility managed by the World Bank to entice commercial sector engagement and (3) devising and supporting green strategies led by country priorities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As debt distressed countries face the expiration of the DSSI, the G20 must put forward a new climate-aligned debt relief mechanism if the international community is to ward off a full-blown debt crisis in 2022 and suitably prepare for the worsening consequences of climate change.
