{"id":19907,"date":"2025-10-17T14:43:34","date_gmt":"2025-10-17T18:43:34","guid":{"rendered":"https:\/\/www.bu.edu\/ehs\/?page_id=19907"},"modified":"2025-10-21T13:33:45","modified_gmt":"2025-10-21T17:33:45","slug":"saa-guidance","status":"publish","type":"page","link":"https:\/\/www.bu.edu\/ehs\/environmental\/programs-services\/chemical-waste\/saa-guidance\/","title":{"rendered":"SAA Guidance"},"content":{"rendered":"<p>The purpose of this document is to provide additional regulatory guidance for establishing laboratory hazardous waste accumulation areas in accordance with federal environmental regulations and state and local fire code.<\/p>\n<ul>\n<li>The EPA requires that all hazardous waste be stored in a Satellite Accumulation Areas (SAA) per <a href=\"https:\/\/www.ecfr.gov\/current\/title-40\/chapter-I\/subchapter-I\/part-262\/subpart-A\/section-262.15\"><strong>40 CFR 262.15<\/strong><\/a><\/li>\n<li>Massachusetts State Fire Code states that chemicals and hazardous waste shall not be stored in fume hoods, per <strong><u>NFPA 45 Chapter 8.3.4.7<\/u><\/strong>.<\/li>\n<li>Fire code requires that a fume hood be used when transferring flammable or toxic chemical waste to a waste accumulation container.<\/li>\n<\/ul>\n<p>To comply with these regulations, BU laboratories can establish short-term, in-hood SAAs for daily hazardous waste handling and permanent, outside hood SAAs for overnight and longer-term waste storage.<\/p>\n<ul>\n<li><strong>In hood <\/strong>Satellite Accumulation Areas:\n<ol>\n<li>Shall be established <u>only<\/u> for short-term use when transferring flammable or toxic waste to a hazardous waste container to prevent exposure to hazardous chemicals.<\/li>\n<li>Transfer all hazardous waste containers to permanent SAAs located elsewhere in the laboratory at end of task or daily operations. <strong>No chemicals or waste shall remain in hood overnight.<\/strong><\/li>\n<li>SAA signage and empty secondary containment may remain permanently within the hood.<\/li>\n<li>Waste container movement considerations to reduce risk of spills, injuries, and exposures:\n<ul>\n<li>Remove funnels and tightly close lids before transferring waste containers between SAAs.<\/li>\n<li>Carboys full of dense liquids like acids, bases, and solvents can weigh &gt; 50-lbs when full and are unwieldy to move into and out of fume hoods. Consider placing waste pick-up request when carboy is <span>\u2153<\/span> to \u00bd full if lab staff are uncomfortable lifting 50 pounds.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<li><strong>Permanent \/ overnight<\/strong> Satellite Accumulation Areas:\n<ol>\n<li>Establish following all SAA regulatory requirements per <a href=\"https:\/\/www.bu.edu\/research\/ethics-compliance\/safety\/laboratory-safety\/chemical-hygiene-plan\/\">BU\u2019s Chemical Hygiene Plan<\/a><\/li>\n<li>Shall be <u>outside<\/u> of the fume hood<\/li>\n<li>Shall <u>not<\/u> be in an under-sink cabinet<\/li>\n<li><u>Can be:<\/u>\n<ul>\n<li>In flammable cabinets &#8211; <em>required<\/em> for all ignitable chemicals not in safety cans<\/li>\n<li>In secondary bins under laboratory benches<\/li>\n<li>On open un-used counter space<\/li>\n<li>On a lab cart<\/li>\n<li>In chemical storage closets<\/li>\n<li>Laboratory floor spaces not posing a tripping, egress, or obstruction hazard<\/li>\n<\/ul>\n<\/li>\n<li>Clearly delineate SAAs in chemical cabinets and closets from the general chemical storage. This will help prevent environmental regulators misidentifying virgin chemicals as waste.\n<ul>\n<li>Post SAA signage on exterior of cabinet door AND either:<\/li>\n<\/ul>\n<\/li>\n<li>All <u>flammable<\/u> chemical waste must be in flammable cabinet SAA or accumulated in a solvent safety can.\n<ul>\n<li>No corrosive (acidic or caustic materials) in solvent safety cans.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<li><strong>Instrument and Fixed Equipment<\/strong> Satellite Accumulation Areas\n<ol>\n<li>Instrument waste requires closed system\n<ul>\n<li>NOTE: Laboratories are responsible for purchasing their own closed system waste containers and\/or caps.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<li><strong>SAA Resources<\/strong>\n<ol>\n<li>SAA supplies are available through the comments section of the <a href=\"https:\/\/bu.scishield.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">SciSure (formerly SciShield) Hazardous Waste Pick Up Request Page<\/a><\/li>\n<li><a href=\"https:\/\/www.bu.edu\/ehs\/files\/2010\/07\/SAA-Sign-2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">SAA Signage<\/a> &#8211; for printing and posting in your SAA<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The purpose of this document is to provide additional regulatory guidance for establishing laboratory hazardous waste accumulation areas in accordance with federal environmental regulations and state and local fire code.
