One age-old challenge, an inflated city budget, has brought renewed energy to the conversation around the city\u2019s parking policy, which has long been unique among major US cities, as the vast majority of parking spaces throughout the city\u2019s boroughs are made available free of charge. Terrance Regan, a lecturer in Metropolitan College\u2019s <a href=\"https:\/\/www.bu.edu\/met\/programs\/urban-affairs-city-planning\/\" target=\"_blank\" rel=\"noopener\">City Planning &amp; Urban Affairs<\/a> programs, was recently interviewed by <em>CNBC.com<\/em> in a story about this policy, and whether the Mamdani administration would consider doing away with free parking to help balance the city\u2019s $100 billion annual municipal budget.<\/span>\n\n\n<blockquote>How does one best fund a city, what services should a city provide or should its denizens expect, and how might those services be paid for?<\/blockquote>\n\n\n<span>According to <em>CNBC.com<\/em>, New York City is currently home to about 3 million total parking spots, 97 percent of which have long been made free to residents and visitors alike. Now, however, that free policy is under renewed consideration. The questions being posed, echoing those frequently asked of <a href=\"https:\/\/www.bu.edu\/met\/degrees-certificates\/ms-city-planning\/\" target=\"_blank\" rel=\"noopener\">MS in City Planning<\/a> and <a href=\"https:\/\/www.bu.edu\/met\/degrees-certificates\/ms-urban-affairs\/\" target=\"_blank\" rel=\"noopener\">MS in Urban Affairs<\/a> candidates during their studies, are fundamentally basic ones: how does one best fund a city, what services should a city provide or should its denizens expect, and how might those services be paid for?<\/span>\n\n<span>As Regan told <em>CNBC.com<\/em>, tools like residential permits or hourly paid parking meters, whether physical installations or those administered digitally, could make a substantial impact on revenue. Even if only two-thirds of public spaces were deemed \u201cresidential-only,\u201d and permits were issued for a $100 annual fee, that would raise nearly $200 million annually, he explained. And if those fees were increased, revenue would mount even higher. This initiative built upon the Gillette project undertaken in the Fall 2024 Research and Evaluation Methods course.<\/p>\n\n\n\n\n\n<h4 class=\"_5Gynyg aZskFA u16U_g mKhvSg\">Project Background<\/h4>\n\n\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">The Gillette South Boston site, encompassing 31 acres, is undergoing redevelopment into a mixed-use, climate-resilient waterfront community. Led by <a href=\"https:\/\/www.gillettebostonupdate.com\/\">Proctor &amp; Gamble<\/a>, this transformation aims to convert the former industrial site into a vibrant neighborhood featuring:<\/p>\n\n\n\n\n\n<div class=\"aWBg0w aZskFA u16U_g mKhvSg\">\n\n\n<ul class=\"lhw4dw\">\n \t\n\n<li>\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">Housing options<\/p>\n\n\n<\/li>\n\n\n \t\n\n<li>\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">Commercial spaces<\/p>\n\n\n<\/li>\n\n\n \t\n\n<li>\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">Open green areas, including a waterfront park<\/p>\n\n\n<\/li>\n\n\n<\/ul>\n\n\n<\/div>\n\n\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">The overarching goal of the project is to revitalize the area and foster a more inclusive community.<\/p>\n\n\n\n\n<p class=\"aWBg0w aZskFA u16U_g mKhvSg\">Two local organizations aimed to prepare for the proposed development and make informed decisions about the future of the site. Each team of students took a section of the plan and researched the current conditions, gathered data, received community feedback and then put together their proposal. She has also tied her current work in education to her studies of planning, realizing the value of youth representation in the planning process. She was a Teaching Assistant in the UA654 course (GIS and Spatial Analysis course) during the Spring 2022 semester.\n\nJosefa has also served on the student-led Urban Planning Association\u2019s board and has been an integral part of that organization\u2019s work.
