Biography:

Mr. Regan is recently retired as the Principal Technical Advisor for Planning and Innovative Finance at the U.S. DOT’s Volpe National Transportation Systems Center in Cambridge, MA. 

His professional work centers on transportation policy, finance, and intelligent transportation systems. For the Commonwealth of Massachusetts, he led the analytical effort by the Massachusetts Transportation Finance Commission, including the examination of funding needs and financial capacity for each of the Commonwealth’s transportation agencies, and identifying a $19 billion structural debt for the agencies.

For the Federal Highway Administration and Federal Transit Administration, Mr. Regan managed the day-to-day operations of the Transportation Planning Capacity Building Program, a program designed to assist transportation officials and staff in resolving increasingly complex issues related to transportation needs.
