Three Challenges in Contemporary Intelligence Oversight

Intelligence oversight draws on a complex and interlocking set of laws, regulations, policies, and institutions. One such institution is the Privacy and Civil Liberties Oversight Board, which conducts oversight and provides advice to the Executive Branch and other policymakers about whether efforts to protect the nation against terrorism appropriately balance privacy and civil liberties concerns.<br><br>This Cyber Alliance talk, featuring Counselor to the Chairman of PCLOB Julissa Milligan, will consider three contemporary challenges in intelligence oversight from the viewpoint of an independent intelligence oversight entity. Specifically, it will examine the interplay between the use of big data and existing legal frameworks and oversight mechanisms, the differences between the pace and method of development of law and technology, the implications for intelligence oversight, the distinction between interrogating machines and interrogating individuals, and how this might impact future oversight methods.<br><br>There will be time for casual conversation before and after the presentation.
