The DMF says it is the result of a &#8220;decades-long Boston Harbor clean-up.&#8221;<\/p>\n<p>In a Q&amp;A, Fulweiler explains the effect of excess nitrogen from sewage and fertilizer on wildlife, creating algal blooms that block light from sea grass, and take up oxygen when they decompose.
