On Dec. 18, 2006, Richard Rainey will begin reporting for the East Jefferson Parish Bureau of the Times-Picayune in New Orleans, where he will cover government and local politics. Jefferson Parish lies just west of the city and suffered serious flooding during Hurricane Katrina after operators manning the local pumping stations were evacuated before the storm surge.
He comes to the paper after less than two years working at The Day of New London, Conn., where he covered city government before moving to the military beat in 2005.
