2002F: Evolution Of Transport Institutions That Facilitate International Trade

While recent trade regime reforms and changes in transport and information technologies have greatly promoted international trade, a major remaining nontariff barrier derives from transport institutions inherited from the era of closed trade regimes. This paper describes the rapidly evolving transport governance system and its institutional and organizational capabilities in the form of new economic institutions, cross border physical flow control system, financial coordination mechanisms and business logistical practices. Such progress in institutional reform is reviewed in the NAFTA, European Union and Mercosur trade regions.
