Air Pollution Control - Policy #7-4
1.0 Purpose and Applicability

This policy is designed to ensure that University air emission sources are operated to protect the environment and control air pollution.
1.2
This policy applies to all emission sources including boilers, emergency generators, incinerators, and ancillary activities.
2.0 Definitions and Scope
2.1
"Ancillary Activities" are any activities that result in emissions to the outdoor environment including spray paint booths, laboratory activities and printing operations.
3.0 Roles and Responsibilities
3.1
At the Charles River Campus (CRC), the Office of the Physical Plant is responsible for the operation of all boilers and emergency generators, including maintenance, repair, inspections, and recordkeeping. The Office of Physical Plant completes the annual air emissions survey and is responsible for complying with operating conditions established in permits. The Laboratory Animal Care Facility operates the small medical waste incinerator and maintains operating records.
3.2
At the Medical Campus, the Office of Facilities Management is responsible for the operation of all boilers, emergency generators and the incinerator, including maintenance, repair, inspections, and recordkeeping. Facilities Management is responsible for complying with operating conditions established by the applicable air permits and approvals.
3.3
The Office of Environmental Health and Safety (OEHS) is responsible for obtaining and updating air quality permits and approvals on both campuses except permits relating to the Medical Campus incinerator, which are updated by Facilities Management. OEHS periodically audits the program on both campuses.
3.4
Each department is responsible for operating emission units in accordance with the requirements of the applicable permit or approval and maintaining required operating records.
4.0 Procedure
4.1 Air Quality Permits and Approvals
Each campus has several air quality permits and approvals which include specific operating and recordkeeping requirements. OEHS coordinates the updating of the U.S. EPA Title V Operating Permit and the Massachusetts DEP Plan Approval.
4.2 Operating Conditions
All emission sources are operated in accordance with permit and approval conditions. Operating problems that impact permit conditions are reported immediately to OEHS.
4.3 Installation, Modification and Closure of Emission Sources
The Office of Physical Plant (CRC) and Facilities Management (MC) are responsible for modification and retrofitting of existing boilers and emergency generators, installation of new boilers and emergency generators, and the closure of out-of-service boilers and emergency generators. OEHS is notified of any planned installation, modification, or closure, and coordinates amendments to permits and approvals.
4.4 Inspection and Audit Program
Inspections are conducted by the Office of Physical Plant (CRC) and Facilities Management (MC) in accordance with the permits and approvals. OEHS periodically audits the air pollution control program to evaluate University procedures and ensure compliance with applicable regulations.
4.5 Record Keeping
The Office of Physical Plant, Facilities Management, and LACF maintain all operating and inspection records required under the permit regulations. OEHS maintains copies of all permits and regulatory approvals, except for the medical incinerator, which is maintained by Facilities Management.
