State Public Housing Under Reform

Speaker Amy Stitely is the Director of the Bureau of Housing Development and Construction for the Division of Public Housing and Rental Assistance at the Massachusetts Department of Housing and Community Development. In this role she is responsible for overseeing a capital program that disburses $90 M annually for construction projects across 45,000 units of state-aided public housing. Prior to taking the Bureau Director position, she was the Director of Program and Policy Development for the same Division, where she created and launched a $5 M family self-sufficiency initiative and a $60 M mixed-finance capital initiative. She also worked on a social innovation finance proposal for supporting elders to age in place. Before becoming a public servant, Amy was the U.S. Green Hub Program Director at the MIT Community Innovators Lab (CoLab), where she directed research and implementation activities related to the ideology of “greening with equity.” Here she was responsible for developing and overseeing a technical assistance network of researchers, advocates, and community-based organizations across twenty cities. Her main area of interest was energy efficiency as it related to economic development. Amy has also worked as an architect, non-profit administrator, ESL teacher, and youth mentor and so brings a broad range of experiences to the policy- and program-making table.
