On March 31, Dr. Sydney J. Key, who teaches International Economic Institutions, gave a presentation at a WTO workshop marking the tenth anniversary of the Fifth Protocol to the General Agreement on Trade in Services (GATS). Dr. Key's presentation was based on several of her publications, including Financial Services in the Uruguay Round and the WTO (Group of Thirty, 1997), The Doha Round and Financial Services Negotiations (AEI Press, 2003), and The Prudential Carve-Out: A Blank Check for GATS-Inconsistent Regulation of Financial Services? (in progress). Dr. Key, who retired from the Federal Reserve Board's Division of International Finance in 2006, has been associated with the Morin Center since 1988.
