The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by developing and increasing the capacity of health professionals with tailored development opportunities. This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and performance management and professional development activities aimed to enhance the technical and leadership skills of fellows.  

BACKGROUND:

The Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for the Agency and has primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. This entails:

  • Ensuring the technical integrity of Agency and Mission strategies.
  • Providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment.
  • Managing numerous research and field support programs.
  • Monitoring and reporting on the impact of the Agency’s HIV/AIDS program. 

The Supply Chain for Health (SCH) Divisionprovides strategic and technical leadership on supply chain issues to ensure adequate quantity and quality of essential commodities for people affected by HIV/AIDS and related infections. SCH is responsible for managing the largest public health supply chain in the world. Specifically, the Division is responsible for managing the following:

  • Operating a sustainable central procurement operation and managing the supply chain for HIV/AIDS commodities. This includes procuring and distributing pharmaceuticals and other commodities needed to provide care and treatment of persons with HIV/AIDS and related infections.
  • Providing technical support and leadership to USAID Missions in strengthening partner country capacity to ensure a safe, secure, reliable, and sustainable supply chain system.
  • Providing technical assistance to support country and regional supply chain programs.
  • Coordinating with other US Government agencies, international organizations, and donors to provide global leadership on supply chain issues.
  • Providing rapid response in emergency situations and potential stock-outs
  • Managing the HIV/AIDS Working Capital Fund.
  • Maintaining the Agency Anti-retroviral and Rapid Test Kit approval lists
  • Administering the “restricted commodities” approval of pharmaceuticals and “clearance” authority on source-origin waivers under Agency regulations.

ROLES AND RESPONSIBILITIES:

The Supply Chain Advisor is a critical member of the SCH team and will play an important role in ensuring that the US Government’s millions of dollars invested in the fight against HIV/AIDS are being used effectively and efficiently. SCH leadership will be looking to the Supply Chain Advisor to quickly begin to add value in the following roles and responsibilities:

  • Assist in strategic design and implementation of a large and diverse supply chain initiatives
  • Serve as a subject matter expert on issues of supply chain management, including procurement and strategic sourcing, evaluation and implementation of global third party logistics systems, supply chain network design and simulation, inventory optimization, etc.
  • Act as “trusted advisor” to supply chain executives and assist them in translating private sector supply chain approaches to developing country contexts
  • Serve as a member of the Country Support team in SCH, which is responsible for backstopping countries and organizations on the full range of PEPFAR issues
  • Participate and sometimes lead cross-office supply chain initiatives for USAID
  • Establish and maintain close working relationships and technically represent OHA/SCH at all levels of staff at relevant USAID operating units, implementing partners, the Office of the Global AIDS Coordinator, Centers for Disease Control and Prevention, US Department of Health and Human Services, and other agencies involved with HIV/AIDS activities

International travel approximately 20%.

Other tasks or responsibilities may be assigned based on organizational and programming needs and the Technical Advisor’s own interests and area of expertise.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:

  • Master’s degree in supply chain management, industrial engineering, public health, MBA, or related discipline required
  • APICS Certified Supply Chain Professional or other related professional certification is highly desirable. PMI Project Management Professional certification desirable
  • Minimum 5 years’ experience in supply chain management, with at least 2 years’ experience in an international or resource challenged setting required
  • Demonstrated ability to quickly assess and synthesize large amounts of detailed information into clear, coherent supply chain strategies for large, complex organizations
  • Broad private-sector supply chain experience and/or supply chain strategy consulting experience required
  • Strong analytical and quantitative skills required
  • Experience in performing various supply chain analyses to support executive level decision-making using Excel, Access, and other software highly desirable
  • Experience with managing pharmaceuticals, diagnostics, and other health supplies in developing countries or other resource challenged settings preferred
  • High level of judgment, ingenuity and originality to successfully implement supply chain strategies in a large organization
  • Ability to translate and apply approaches from private sector supply chains to developing country settings
  • Candidate should be a logical, systems thinker and clear communicator
  • Ability to work independently with light supervision
  • Ability to travel internationally
  • Ability to work within diverse teams
  • Strong interpersonal communication and excellent oral presentation and writing skills
  • US Citizenship required
