After 15 years of discussions and negotiations, the UNFF in 2007 adopted a landmark international agreement on forest policy, implementation and cooperation that sets a new standard in frest management. This new global agreement, the “Non-Legally Binding Instrument on All Types of Forests” (NLBI), calls for greater international cooperation and national action to reduce deforestation, reverse the loss of forest cover, prevent forest degradation, promote sustainable livelihoods, and reduce poverty for all forest-dependent peoples. This report outlines a set of proposals on the development of a financial mechanism to support this initiative. The report proposes a “Portfolio Approach” to address the issues at hand by bringing together a multitude of tools and approaches to address the multi-faceted challenges on global forests management.

The report was co-authored by a team including Prof. Adil Najam, the Director of the Pardee Center. Other authors of the report include Hans Hoogeveen, Jagmohan S. Maini, William Moomaw and Patrick Verkooijen. The report has been co-published by the Center for International Environment and Resource Policy (CIERP) at Tufts University, The Frederick S. Pardee Center for the Study of the Longer-Range Future at Boston University, and the Ministry of Agriculture, Nature and Food Quality of the Netherlands.
