Pathways to Emissions Reduction in China and India: Politics, Policy, and Administration

The Frederick S. Pardee Center for the Study of the Longer-Range Future and the Center for the Study of Asia co-sponsored a seminar titled “Pathways to Emissions Reduction in China and India: Politics, Policy, and Administration” on April 16 at the Pardee Center. 

Bruce Gilley, Associate Professor of Political Science at Portland State University, spoke about the greenhouse gas emissions reductions efforts of China and India, emphasizing the importance of not just smart policy, but also political agreement and administrative capacity, for governance to be successful. He explained and contrasted China’s “state-signaling” and India’s “market-plus” approach, and presented two successful sub-national cases – the state of Gujarat and the city of Guangzhou – where successful integrated governance has led to significant emissions reductions.

In addition to Prof. Gilley, Sucharita Gopal of the Department of Earth and Environment and Min Ye of the Pardee School of Global Studies, served as discussant and moderator, respectively. The event was part of the Center for the Study of Asia’s China and India Comparative Seminar Series. Click here for Prof. Gilley’s PowerPoint presentation.
