BU-VA Information for Awards (MED)

Memorandum of Understanding (MOU)

Investigators with joint appointments at BU and VA are required to have a current Memorandum of Understanding on file at OSP-MED at all times. MOUs provide a way to understand and certify committed effort at each institution, whether compensated or not.

Intergovernmental Personnel Agreements (IPAs)

As part of their responsibilities, BU investigators and research staff may work on government research that is covered by an intergovernmental personnel agreement. IPAs cover salary and fringe benefits of BU research personnel engaged in the work. For the account to be activated, an IPA award requires OSP-MED review at its application stage and must include the signed IPA template and VA request form.

VA Contracts

As part of their BU responsibilities, BU investigators may work on government research. Often, this occurs at a VA facility. Contracts with VA cover salary and fringe benefits of BU research personnel engaged in this work. For a contract account to be activated, each contract award requires OSP-MED review at its application stage and must provide similar internal documents as those listed on the standard application checklist, along with the negotiated contract document.

VA Foundation Contracts

As part of their BU responsibilities, BU investigators may work on VA research that is funded through the VA non-profit foundations operating on the VA premises. At VA Boston Health Care System, BVARI (Boston VA Research Institute) is the non-profit; at Edith Nourse Rogers Memorial VA Hospital (Bedford VA), BRCI (Bedford VA Research Corporation) is the agency. Contracts with BVARI and BRCI cover salary, fringe benefits, and F&A for BU research personnel engaged in the research. For an account to be activated, each foundation contract requires OSP-MED review at its application stage and must provide similar internal documents as those listed on the standard application checklist, along with the negotiated contract document.
