Massachusetts Regulatory Research
All administrative rules and regulations currently in effect appear in the Code of Massachusetts Regulations (C.M.R.). The Massachusetts Register publishes executive orders of general applicability, rules and regulations, notices, and other items deemed by the Secretary of the Commonwealth to be of public interest.
Begin your regulatory research by consulting secondary sources. These sources provide citations to relevant regulations and will help you determine whether your issue requires you to research statutes or case law, in addition to administrative law.

Massachusetts Register:
In Massachusetts, updates to the Code of Massachusetts Regulations are published contemporaneously with the Massachusetts Register. Therefore, in libraries like Pappas where those updates are filed immediately into the C.M.R., it is not necessary to update one's research with research in the Massachusetts Register. However, consult the Massachusetts Register for notices, proposed rules and other documents required by the state's administrative procedure act.
