Martin Antonio Lacdao, Esq.,
Associate Director
Prior to coming to Boston, Martin practiced banking and securities law at a firm in the Philippines. He specialized in bank mergers & acquisitions, corporate rehabilitation, loan syndication, project finance and public offerings. He earned a management degree from the Ateneo de Manila University and a Bachelor of Laws from the University of the Philippines. In 2004, he obtained a Master of Laws in Banking and Financial Law from Boston University School of Law where he was a member of the Annual Review of Banking and Financial Law and received the A. John Serino Outstanding Graduate Banking Law Student Prize at graduation. He is currently co-chairman of the banking law committee of the Boston Bar Association. He is also a member of the business law education committee of the American Bar Association and is actively involved in the New England Consumer Advisory Group.
A sportsman at heart, he is an avid skier, sailor and surfer. He hopes to play soccer and baseball for as long as his knees will carry him and is convinced that he brings luck to his beloved Boston Red Sox. He co-teaches the Thesis Seminar.

Lorraine E. Kaplan,
Assistant Director
With the Morin Center since 1986, Lorraine is the staff member in charge of administrative matters. Since she joined the Morin Center shortly after the Graduate Program was launched she also serves as the “institutional memory.” Lorraine grew up in Boston and New York and received her B.S. from the State University of New York at Brockport.
When she is not in the office Lorraine spends her time outside watching birds and trying to master her digital camera. Whenever she can she travels to Maine and to the Rocky Mountains to photograph big mammals – and any other critter that will pose for her.

Shelly Chen,
Program Coordinator
Before joining the Graduate Program in Banking and Financial Law, Shelly studied at Boston University's School of Management where she graduated with a Bachelor of Science in Business Administration. Her studies consisted of concentrations in International Business and Organizational Behavior with a minor in International Relations. During her undergraduate years, Shelly has had internships located in Boston as well as Shanghai. She hopes one day to take advantage of her International Business concentration to work abroad in Asia where she can engage in the exciting culture and dine on delicious meals.
In her free time, Shelly likes to stay active and explore the many attractions New England has to offer. She enjoys kayaking on the Charles, playing volleyball by the beach, having picnics but most of all seeing penguins waddle around at the Boston aquarium!

Bob Bench,
Senior Advisor to the Graduate Program in Banking and Financial Law
Bob has been engaged in global financial regulation and supervision for 47 years. He served in various bank regulatory capacities at the US Treasury for 22 years, retiring in 1987 as Deputy US Comptroller of the Currency. At the Office of the Comptroller of the Currency, Bob served on the Committee for Bank Supervision at the Bank for International Settlements in Basel, Switzerland as well as on other multilateral regional bank supervisory groupings in Asia, Latin America, and particularly the Caribbean. He also served as the co-chair of the Expert Banking Group at the OECD in Paris and led the US supervisory policy for dealing with the debt crises among developing countries.
After leaving government, Bob took on a second career, becoming Managing Partner at PricewaterhouseCoopers and establishing a Washington-based global financial regulatory advisory practice serving systemic financial institutions such as the World Bank, the International Monetary Fund, as well as various central banks in Latin America and across Asia. Bob is a member of the Bretton Woods Committee (Washington), the Group for International Study and Evaluation(Athens), and the Financial Services Invitational Forum(Toronto). He is a graduate of Boston University and Harvard University.
A native Bostonian, Bob participates in all the city's cultural and athletic institutions, including Boston University's men's ice hockey team and New England's skiing areas. Most recently, Bob especially enjoys holding his new granddaughter.
