He has worked at the EPA in Boston for the past 30 years in various roles directing, planning, and acting as counsel. Prior to his career at EPA, Mr. Owens was an associate at Fitch, Miller & Touse, practicing in various areas of law. Mr. Owens also worked as assistant general counsel for Boston Water & Sewer Commission, and as legal counsel to the Deputy Mayor for the City of Boston.
