Neil P. Arkuss

A partner with the firm, Neil Arkuss concentrates on federal income tax aspects of municipal finance, representing issuers, underwriters, and purchasers of tax-exempt obligations, including financings for:

  • Major governmental bodies, including the Commonwealth of Massachusetts, States of New Hampshire, Maine and Vermont, and City of Boston.
  • Major constituted authorities, including the Massachusetts Health and Educational Facilities Authority and the Massachusetts Development Finance Agency.
  • Major state agencies, including the Massachusetts Water Resource Authority, Massport, the Massachusetts Turnpike Authority, and the Massachusetts Water Pollution Abatement Trust.

He also represents issuers in connection with audits by the Internal Revenue Service.

Mr. Arkuss is a former president of the National Association of Bond Lawyers, and an adjunct professor at Boston University School of Law, where in 2002 he taught the school’s first course in the taxation of municipal bonds.
