Dr. David Kilcullen, Caerus Associates — “Rule of Law and Counterinsurgency: Efficacy and Ethics”

David Kilcullen is the founding CEO and president of Caerus Associates. During his distinguished career, Dr. Kilcullen has served as counterinsurgency adviser to the NATO-led International Security Assistance Force, special adviser for counterinsurgency to former Secretary of State Condoleezza Rice, senior counterinsurgency adviser to General David Petraeus, and chief strategist in the Office of the Coordinator for Counterterrorism. Dr. Kilcullen is the author of The Accidental Guerilla (2009), Counterinsurgency (2010), and Out of the Mountains (forthcoming).
