Article I of the U.S. Constitution empowers Congress to use the grant of exclusive rights to "promote the progress of science and the useful arts." This seminar will explore this utilitarian view and other goals of the patent system with an eye towards reform. Particular topics include patentability of medicinal and business methods; software patents; patent trolls; extraterritorial application of the U.S. patent laws; patent peer review systems, etc. Grades will be based on five short papers (4-5 pages each) discussing the weekly topics. Student participation will also be considered.
A student who fails to attend the initial meeting of a seminar (designated by an (S) in the title), or to obtain permission to be absent from either the instructor or the Registrar, may be administratively dropped from the seminar. Students who are on a wait list for a seminar are required to attend the first seminar meeting to be considered for enrollment.
