All manuscripts should be submitted in duplicate, accompanied by a short abstract describing the substance of the article, and preferably a copy of the article on a computer diskette in Microsoft Word format. Footnotes should conform to The Bluebook: A Uniform System of Citation (17th ed. 1996) and should appear at the bottom of each page. Manuscripts cannot be returned unless a self-addressed postage-paid enveloped is submitted with the manuscript.
