Legislation Proposed to Weaken Control of Illicit Antiquities Traffic
Against a background of the limited success of the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, two new legislative efforts to erode the remedies used successfully in the past to discourage illicit trafficking in antiquities have appeared. The two legislative efforts, the ``McClain Over-Ride'' Bill, S.605, and a ``Repose'' for Cultural Property, H.R. 2389, are discussed here and testimony on the two Bills are presented.
