NSEERS Special Registration Update

Effective immediately, the
Department of Homeland Security has changed certain requirements
mandated by the National Security Entry/Exit Registration
System (NSEERS) by removing the registration requirements
at local U.S. Citizenship and Immigration Services Offices.
If you were previously designated as a “Special Registrant” either
at a U.S. Port of Entry or during the national call-in “Special
Registration” last winter, you are no longer required
to report to the Boston District USCIS Office. Please keep
in mind that the new NSEERS provisions still permit the
Department of Homeland Security to, at its discretion,
require any designated NSEERS “Special Registrant” to
appear for additional registration interviews upon request.
It is important to note that an individual who has been
designated a “Special Registrant” is STILL
required to depart the U.S. from one of the approved ports
of exit. Please keep in mind that you must present yourself
to the U.S. Customs and Border Protection office at your
final U.S. exit point. This means that if you fly from
Boston Logan airport to Los Angeles and intend to exit
the U.S. from Los Angeles, Los Angeles is your final U.S.
Port of Exit. Failure to conduct a pre-departure interview
at your final point of departure from the U.S. is a violation
of your non-immigrant status. For a list of acceptable

Please give yourself sufficient time at the airport, prior
to departure, to ensure that you can check in at your airline
first and then go to the U.S. Customs and Border Protection
office to appear before the USCBP officer to register your
departure. You must depart the U.S. the same day you register
your departure.
If you are departing the U.S. from Boston's Logan Airport,
please report to the U.S. Customs and Border Protection
office located in Terminal E. USCBP officers are available
from 7 a.m. to 7 p.m. and can be reached by telephone at
(617) 568-1810.
The new rule also eliminates the special
address notification for “Special Registrants” who are
F-1/J-1 students or J-1 scholars monitored through the Student and
Exchange Visitor Information System (SEVIS) as address reporting
is a standard SEVIS notification. In addition, the new rule clarifies
that individuals are designated as a “Special Registrant”
only while present in the U.S. and that the designation is removed
upon departure. Individuals are not required to follow the “Special
Registrant” procedures unless they are designated again as
a “Special Registrant” upon return to the U.S.
