The Web Services layer will provide user access to services. The Services layer provides a flexible means to combine tools and information in a manner that is customized to the needs of each activity. The Broker provides an abstract layer that enables access to components that may be distributed on the network and may have a variety of software representations. Many of these components are already in place.
