Arshad Mahmood

Pakistan


A Civil Servant for thirteen years, Mr. Arshad Mahmood has worked with top administration on policy formulation and implementation particularly in investment promotion, restructuring, loan negotiations and debt management. He is also experienced in resolving socio-political conflicts in the implementation of projects. Prior to accepting his Fellowship, Mr. Mahmood was working for the United Nations Development Program for Pakistan as Project Manager on Gender Responsive Budgeting in collaboration with the Ministry of Finance.

Previously he worked as Additional Secretary to the Chief Minister of the Punjab Province and was engaged in resource allocations under Medium Term Budgetary Framework, facilitation of public private partnerships and reforms in Health Sector aimed at decentralization and fiscal autonomy. In Finance Department, he conducted investment analyses of autonomous entities with reference to asset management, portfolio management and performance budgeting. Mr. Mahmood has negotiated loans with World Bank and worked in supervisory positions on projects for UNICEF and Asian Development Bank.

Mr. Mahmood has a bachelor’s degree in Medicine from King Edward Medical College, Lahore, Pakistan and a master’s degree in Finance from the Cranfield School of Management, England. In 2003-04 he was a British Chevening Scholar.

During his Hubert H. Humphrey Fellowship, Mr. Mahmood intends to enhance his knowledge and professional skills in Entrepreneurial Management, Investment Analysis, Public-Private Partnerships and Fund Management. He is also planning to establish a long lasting collaboration with leading multilateral financial institutions and US organizations.
