Application Procedures:
If you are interested in applying for the Hubert H. Humphrey Fellowship Program, and meet the specified criteria, please contact the Public Affairs Section of the United States Embassy or Bi-national Fulbright Commission/Foundation in your country.
US citizens or dual-nationals are NOT eligible for this program.
Eligible Fields:
Fellowships are granted competitively to professional candidates with a commitment to public service in both the public and private sectors. The Humphrey Program hosts fellows in the fields of:
- Agricultural and Rural Development
- Communications/Journalism
- Economic Development
- Educational Administration, Planning and Policy
- Finance and Banking
- Higher Education Administration
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources, Environmental Policy, and Climate Change
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Substance Abuse Education, Treatment and Prevention
- Teaching English as a Foreign Language
- Technology Policy and Management
- Trafficking in Persons Policy and Prevention
- Urban and Regional Planning
Selection Criteria:
Interested applicants must apply in their home countries to the United States Department of State Posts or Fulbright Commissions.
After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board.
Awards are announced by April each year for Fellowships beginning in August/September.
To be eligible for a Humphrey Fellowship, applicants must have:
- An undergraduate degree
- Five years of substantial professional experience
- Demonstrated leadership qualities and record of public service
- Fluency in English
