Mr.
Likhi is a member of the Indian Administrative Service
and works for the government of the state of Haryana.
Before taking up the fellowship he was administering
the planned development of urban estates in Haryana.
Over the last twelve years he has shouldered many responsibilities
while working as the Secretary to the Board of School
Education, and Commissioner of the Municipal Corporation
and Registrar of Cooperatives Societies.
As
Project Officer of the District Rural Development Agency
he used mass communication strategies to motivate user
communities, especially women, to effectively participate
in income generating, land use, soil conservation and
ecology related activities. Three years ago, as Deputy
Commissioner, he devised and implemented a marketing
communication plan to position the heritage city of
Kurukshetra as an attractive tourist destination. With
improved infrastructural facilities, target market segmentation,
cultural festivals, and new attractions the city has
witnessed an upsurge in tourist traffic. Mr. Likhi has
a master's degree and a M.Phil degree in Political Science.
He is also an author of several articles on Indian cinema
and its potential as a cultural mass communicator.
During
the Humphrey year, Mr. Likhi plans to enhance and broaden
his knowledge about mass media comprising of radio,
television, print, film, and the new communication technologies.
He will specifically focus on the US experience in public
service broadcasting involving issues like programming
diversity, creative indigenous content, media pluralism,
digitization, and strengthening of national identity.
