Byung Chul Yoo

South Korea


Mr. Yoo has been working for eight years at the Korea Intellectual Property Office (KIPO), the government body in charge of granting patents and establishing public policy related to intellectual property. Most recently, as a deputy director of the Patent Examination Bureau, he headed an examination team in the field of digital broadcasting technology and has worked on a public policy devoted to promoting patent licensing in Korea. He also played a key role in developing the KIPOnet, an office automation system that enables complete electronic management of all the administrative procedures of KIPO, which is the first of its kind in the world.

Mr. Yoo holds a bachelor’s degree in computer science from Sun Moon University and obtained an MBA with a dissertation proposal ranked as outstanding from the Korea Advanced Institute of Science and Technology (KAIST) in Seoul. He also holds a certificate of patent attorney in South Korea.

During the Humphrey Fellowship Program, Mr. Yoo will explore the U.S. legal system, focusing on intellectual property law. He will also enhance his knowledge of legal and managerial aspects ofa patent pool and technology transfer in the U.S., including relevant areas such as antitrust liability issues, technology valuation methods,licensing practice, securitization of patents and technology commercialization.
