Mr. Xiaoai Zhang has been working for ten years in the China Securities Regulatory Commission (CSRC), the sole regulator supervising nationwide securities and futures markets in the nation. As head of the Third Inspection Division in the Intermediary Supervision Department, he is currently responsible for formulating and implementing rules and regulations governing the activities of securities companies, especially in protecting customers’ assets, the improving internal control and compliance, and coordinating and arranging routine inspections of securities companies. In addition, Mr. Zhang has been planning and organizing on- and off-site inspection activities into dozens of securities companies each year.

Mr. Zhang graduated with a Master’s degree in accounting from the Institute of Fiscal Science, Ministry of Finance. He also passed the National Certificated Public Accountant Examination and the National Attorney of Law Examination respectively, and holds the certificate of the National Certificated Public Accountant (CPA) and the Attorney of law.

During his Humphrey Fellowship, Mr. Zhang’s studies will focus on securities and financial law, corporate governance, and financial management. He will also enhance his knowledge of securities regulatory organizations and investment banking in the U.S., especially securities regulation and internal controls and compliance of securities companies.
