In 2005, Dr. Ahmed Elkasmi was appointed by the Court of Accounts in the Kingdom of Morocco as a representative to the International Organization of Supreme Audit Institutions (INTOSAI). At INTOSAI, Dr. Elkasmi is an active member of the Professional Standards Committee and the Capacity Building Committee, which were recently established by the INTOSAI Strategic Plan for 2005-2010.
Dr. Elkasmi first joined the Court of Accounts (the Supreme Audit Institution of Morocco) in 1999 as a magistrate (auditor), where he checked, investigated, and judged the accounts of government offices and various public institutions and organizations in sectors as diverse as tourism, energy, customs, and agriculture. He also evaluated management quality and formulated suggestions on how to improve methods and efficiency as well as productivity and performance.
Dr. Elkasmi holds a bachelor’s degree (1991) and a master’s degree (1998) in economics from Cadi Ayyad University in Morocco, and a PhD in Management Science (2005) from Caen University in France.
During his Humphrey year, Dr. Elkasmi will deepen his knowledge of auditing methods and techniques in the United States, especially for banking and financial services and nonprofit organizations. He intends to develop his expertise as an auditor to help and advise the government and public organizations in Morocco on how to enhance their efficiency, productivity, and performance. |
